The European Union (EU) has appointed the Development Bank of Southern Africa (DBSA) as its fund manager for a €100-million programme designed to accelerate the preparation of social advancement and known as the Infrastructure Investment Programme for South Africa (IIPSA), the fund specifically aims to move priority energy, transport, water, information and communications technology, education and health projects from “concept to bankability”.  To read the full report, go to our NEWS DESK link.

How might safety nets be contributing positively to the lives of people across Africa? It's a key question for policy wonks and others and it is addressed in intense detail in this corner of the World Bank's website. Here, visitors will find a 166-page report released in February 2014 that provides copious details on how "safety nets are critical instruments for reducing extreme poverty and increasing shared prosperity." The report looks at programs in 22 countries and specifically at how donors from middle income countries contribute to these programs in Liberia, Mali, and Sierra Leone. The University of Alberta has several dozen excellent annotated subject guides for use by its academic community. In an act of great benevolence, it has offered up this guide to the world of anatomy at no charge. On this site visitors can browse through over a dozen helpful sites that provide teaching materials, atlases, quizzes, and other materials that will help medical students and health care professionals. Two of the most useful items here are the "Cells Alive!" site and the "eSkeletons Project" from the University of Texas at Austin. Additionally, users are encouraged to leave their own suggestions for sites that they feel might be an excellent contribution to the site. Visit this site.

They are regarded as the silent generation; the soldiers who fought the First World War but, in its aftermath, seldom chose to talk about the horrors they had faced. But almost a century on from the conflict, a precious cache of previously unseen interviews has emerged, in which veterans recount their experience in their own words. 9. Education: Yiddish Theater Celebrated and Remembered

Over a century ago, Yiddish theater was all the rage in New York and other major American cities with a sizable Jewish population. A wide range of well known performers (such as Paul Muni and Leonard Nimoy) cut their teeth on these stages. Of course, the 2nd Avenue corridor in New York City held many of these Yiddish theaters and this site from the New York University Libraries seeks "to capture the memory and to convey the feel of 2nd Avenue as a living part of the history and culture of New York and America." Visitors to the site can browse around the Multimedia area to listen to oral histories or check out some video clips. The Photos area includes a history of Yiddish theater in New York along with several family photo albums. The site is rounded out by a collection of related radio programs and stations. Local business people in Africa who have investments in selected European, Caribbean and North American states can now use their investments to obtain citizenship there and access more than 100 other countries without visas. This is the advice from Arton Capital, a Dubai-based financial services firm specialising in international immigration and citizenship law for wealthy individuals, which opened its first African office in Cape Town yesterday. More than 11m homes lie empty across Europe, enough to house all of the continent's homeless twice over – according to figures collated by the Guardian from across the EU. In Spain more than 3.4m homes lie vacant, in excess of 2m homes are empty in each of France and Italy, 1.8m in Germany and more than 700,000 in the UK. Private landlords seeking to cash in on the demand for housing during World War One did not reckon on a working class housewife rousing thousands of women to join a protest that led to restrictions on their power. The city's housing was already overcrowded and in a poor condition but, in the days before widespread council housing, private landlords saw this extra demand as an opportunity to raise rents for the thousands of tenants. 13. Real Estate & Culture: Growing Problem of Suburban Poverty

The Brookings Institution doesn't shy away from the tough topics, in fact, they often embrace them. This recent book by two of their distinguished scholars, Elizabeth Kneebone and Alan Berube, looks at the growing problem of suburban poverty. As they note, "suburbia is now home to more poor residents than central cities." This site, created to promote the book, has great resources for policy analysts, scholars, journalists, and the interested public. The accompanying blog is a great way for visitors to read thoughtful commentaries on the metropolitan geography of low wage work or an anti-poverty policy that works for working families. The Communities section is another great feature, providing background information on the seven areas profiled in the book, including south Cook County, Illinois and Tukwila outside of Seattle. Photo of the Month

This month we divert and display the paintings of the works of Lowry. Laurence Stephen Lowry (1 November 1887 – 23 February 1976) was an English artist born in Stretford, Greater Manchester. Many of his drawings and paintings depict Pendlebury, where he lived and worked for over 40 years, and Salford and its surrounding areas. Lowry is famous for painting scenes of life in the industrial districts of North West England in the mid-20th century. He developed a distinctive style of painting and is best known for urban landscapes peopled with human figures often referred to as "matchstick men". He also painted mysterious unpopulated landscapes, brooding portraits and the unpublished "marionette" works, which were only found after his death.  Visit this site.
